Yeah the design should be of a main target since it attracts many customers and keeps them in the site at least for a while.
And the other thing that should be taken into consideration is that you should not be restricted into one design and waste your time redesigning the original design you chose. There may be thousands of designs and templates to choose from.
And about the comparable technologies I too do agree. Those technologies should be used to facilitate customer needs as well as the performance, attractiveness and the SEO optimization for the site.
